Regional Director of Digital Transformation – Medical Directorate, NHS England and NHS Improvement – North East and Yorkshire Region

Paul Rice is the Regional Director of Digital Transformation for NHS England and NHS Improvement in the North East and Yorkshire.  Paul led the team that delivered in excess of £300m to help the NHS introduce digital care records and enable nurses to transform practice, through technology that “releases time to care”.  He was an author of the National Information Board’s strategy document – Personalised Health and Care 2020 – the first articulation by the health and care system of its collective commitment to release the benefits of digital technology, data and intelligence. The Digital Maturity Assessment Programme and the work to create Local Digital Roadmaps were also led by Paul’s team.

He has been SRO for several delivery workstreams within the Digital Transformation Portfolio; Provider Digitisation (which includes the Global Digital Exemplar Programme), Digital Child Health (including Maternity Care) and Digital Diagnostics.

Paul was formerly the Director of the Long-Term Conditions programme in Yorkshire and Humber with a focus on Telehealth. He has been a Primary Care Trust Director, a transformation director in the NHS Modernisation Agency and a policy lead in the Department of Health. He has published and spoken widely on the challenges and opportunities to deliver new service models utilising assistive technology/telehealth/information technology. Paul holds a first degree in Law and Accounting and a Doctorate in Medical Law and Bioethics. He is a graduate of the Said Business School (Oxford) where he completed the Major Programmes Leadership Academy, has recently graduated in the first cohort of the Digital Academy and is currently studying for an MSC in Informatics Leadership at Imperial College.
